Reasons: Security level set by PC Owner blocks file download.
Solution: Do both of the following every time a file is downloaded:
- Hold down CTRL key while clicking on file name.
- Hold down CTRL key while clicking on open or save.
Alternate Solution: Modify PC security setting for this application. (Managed by user)
